Why Google Analytics Isn’t Doing Anything About Referer Spam?

In 2015 , all of the world webmaster's are getting referer spam into their websites from various kind of domain names like success-seo, floating share buttons, etc...

These referer's are not actually hitting the web server thats why the ip or htaccess blocking isnt put you anywhere against these.

Only method is Banning them on Google Analytics. But this is also a tough job as they're getting over and over again.:

First you ban then the second spammer comes out with different domain.

So, Why Google Analytics not having a prevention about these spammers?

There must be something like Gmail Spam precautions on to Google analytics too. Why is Google doesn't have any security addon or update for spammers like this?
